Проектът Transparency, accountability and civic participation in the Black Sea Region- a plea for open Parliaments in Romania, Bulgaria, Moldova and Georgia, бе осъществен от Института по обществени политики  в Румъния, ЦЛС и партньори от Молдова и Грузия (the Institute for Public Policy (IPP) Romania in partnership with the Centre for Liberal Strategies (CLS) - Bulgaria, the Institute for Development and Social Initiatives (IDIS Viitorul) - Republic of Moldova and Caucasus Institute for Peace, Democracy and Development (CIPDD) - Georgia).
